Ministry of Industry and Information Technology: Four measures to promote high-quality development of automobiles with achievements and shortcomings

China Economic Net, Beijing, January 19th (Reporter Zhang Yi) "The automobile industry is an important pillar industry in China, and its development in recent years has attracted attention from both domestic and foreign sources. Last year, many innovative products, especially those related to new energy, became a viral presence on self media." Xin Guobin, Vice Minister of Industry and Information Technology, said at a press conference held by the State Council Information Office today, "With the joint attention of the whole society, the highlights of the development of the automobile industry last year were diverse, and it can be said that it delivered a very good answer sheet

Xin Guobin also emphasized that while fully recognizing the achievements of development, we must also be aware of the unfavorable factors such as insufficient consumer demand in the external situation; In terms of the industry itself, there are still some areas that need further coordination in the development process; Most new energy vehicle companies, especially those mainly engaged in domestic sales, have not yet achieved profitability and have some shortcomings in product sales.

In addition, Xin Guobin pointed out that in the development of intelligent connected vehicles, vehicle road collaboration is not yet sufficient. In the past, there were some traditional ideas that hoped to make the car end versatile, and all problems hoped to be solved through the car end. China has proposed to implement the concept of vehicle road cloud collaborative development, where problems that should be solved by the vehicle end are solved by the vehicle end, problems that should be solved by the road end are solved by the road end, and problems that should be solved by the cloud are solved by the cloud.

Looking back at the breakthrough progress made in the development of China's automobile industry in 2023, Xin Guobin stated that the country's automobile production and sales volume exceeded 30 million vehicles for the first time in 2023. Last year, the annual production and sales reached 30.161 million and 30.094 million vehicles respectively, a year-on-year increase of 11.6% and 12%, setting a new historical high. According to Xin Guobin, China's automobile production reached 29 million units in 2017, but continued to decline in the following years. Last year, it exceeded 30 million units, maintaining the world's top level for 15 consecutive years. In 2009, the production exceeded 10 million vehicles, and it took us three to four years to break through 20 million vehicles. After more than a decade of development, we exceeded 30 million vehicles. In addition, the retail sales of automobiles reached 4.86 trillion yuan, accounting for 10.3% of the total retail sales of consumer goods in society. The added value of industrial enterprises above designated size in the automobile manufacturing industry increased by 13% year-on-year, making important contributions to the stable growth of China's economy.

Secondly, new energy vehicles continue to lead the world. It is reported that in 2023, the production and sales of new energy vehicles reached 9.587 million and 9.495 million respectively, an increase of 35.8% and 37.9% year-on-year, and new car sales accounted for 31.6% of the total new car sales. The semi-solid state battery with a single energy density of 360 watt hours per kilogram was also applied in vehicles last year, and the new product was exhibited to the public at the Shanghai Auto Show in April last year. The performance of automotive grade large computing chips has been greatly improved, and various advanced technologies have been integrated to produce explosive products, which have shone at major car exhibitions.

Last April, Shanghai held an auto show, and last September, the World New Energy Vehicle Conference was held in Munich, Germany, which caused strong reactions in Europe and Germany. Not only did consumers participate in the exhibition, but many car companies and research institutions also paid attention, "said Xin Guobin

Thirdly, foreign trade exports have further reached a new level. It is reported that the total export of automobiles was 4.91 million units last year, a year-on-year increase of 57.9%, ranking first in the world for the first time. Among them, 1.203 million new energy vehicles were exported, a year-on-year increase of 77.6%, providing diversified consumption choices for global consumers. The export of power batteries reached 127.4 gigawatt hours, a year-on-year increase of 87.1%. Xin Guobin said, "The 'new three types' have added another bright color to China's manufacturing industry, giving us more vitality and a face

Looking ahead to 2024, Xin Guobin said, "From the current perspective, the research results provided by industry associations are relatively optimistic. They believe that China's automobile industry production and sales can achieve stable growth in 2024, and new energy vehicles will continue to maintain a good development trend. The total scale provided by the association is expected to reach 31 million vehicles in 2024, a slight increase of about 3% year-on-year. The production and sales of new energy vehicles will also reach about 11.5 million vehicles, an increase of about 20%. Of course, this is the data predicted by relevant enterprises and research institutions organized by the association, and we will further demonstrate it. Overall, I think this judgment is reliable

Xin Guobin stated that in the next step, relevant departments will further strengthen macro guidance, enhance industry management, and promote high-quality development of the automotive industry.

Firstly, it is necessary to implement preferential policies such as reducing or exempting vehicle purchase taxes, carry out pilot projects for comprehensive electrification of public sector vehicles and rural activities for new energy vehicles, actively expand the consumption of new energy vehicles, and maintain the stable operation of the industry. Last year, we conducted a total of six new energy vehicle rural activities. While expanding the rural market, we also promoted the construction of rural charging and swapping infrastructure, further improving the consumption experience of rural consumers

The second is to support enterprises to carry out joint innovation, increase technological breakthroughs in vehicle chips, all solid state batteries, high-level autonomous driving, and further enhance product market competitiveness.

The third is to organize and carry out pilot projects for the admission of intelligent connected vehicles and the integration of vehicle, road, and cloud applications, accelerate the construction of infrastructure such as roadside perception and connected cloud control, further improve the standard system for vehicle, road, and network ends, and further promote the commercial application of intelligent connected vehicles.

The fourth is to further strengthen the overall layout of industrial development, prevent and resolve the risk of overcapacity, and maintain a fair competition market order. Xin Guobin pointed out, "The automotive industry is an international industry. In this year's development process, we will continue to promote international development, advocate collaborative innovation and global development, promote the elimination of various forms of trade protection policies, and create a favorable international and domestic environment for industrial development
