State Administration for Market Regulation: Implementation of New Regulations on Pig Transport
The "Technical Requirements for Pig Transport Management" announced by the State Administration for Market Regulation will come into effect on April 1, 2024. This standard provides detailed regulations on the basic requirements, vehicle equipment requirements, transportation operation requirements, as well as identification and accompanying document requirements during the transportation of live pigs.
This standard specifies the hardware and management requirements for pig transport vehicles. Firstly, in terms of vehicle performance and equipment, the standard stipulates that pig transport vehicles must have compliant vehicle and carriage performance, such as a flat and easy to clean interior, and equipped with ventilation devices. In addition, vehicles should be equipped with corresponding safety equipment, such as braking systems, steering systems, etc., to ensure safety during transportation.

Wenzhou: Starting from April 1st, restrictions on this type of vehicle will be relaxed
Recently, the Traffic Management Bureau of Wenzhou Public Security Bureau issued a notice on optimizing and adjusting the traffic management measures for some medium-sized box trucks in Wenzhou urban area, deciding to adjust the traffic management of medium-sized box trucks (hereinafter referred to as medium-sized box trucks within the specified size) with a vehicle size of no more than 6 meters in length, 2.2 meters in width, and 2.8 meters in height on the basis of the current truck traffic regulations. The notice shall come into effect on April 1, 2024.
Hubei Province: Establishing 36 designated channels for transporting animals on roads
Recently, the website of the People's Government of Hubei Province released a notice on the establishment of designated channels for road transportation of animals entering Hubei Province. The notice clarifies that there are a total of 36 designated channels for road transportation of animals entering Hubei Province in the province. Those who transport animals through roads into our province should bring valid certificates and quarantine labels such as the "Animal Quarantine Certificate" and other national regulations to the designated channels for supervision and inspection (verification, inspection, disinfection, and information registration and tracing, etc.). Only after passing the inspection can one enter Hubei. The notice will be implemented from April 1, 2024.
Shanghai: "Shanghai Traffic Police" APP officially closed

Jiangxi Province: International Standard Container Transport Vehicles Enjoy Discounted Access
According to the Jiangxi Provincial Department of Transport, in order to promote logistics cost reduction and efficiency improvement, enhance the efficiency and service level of the expressway network, differentiated charges will be implemented in terms of road sections, time periods, vehicle types, etc. The implementation period of the international standard container transport vehicle preferential policy is from April 1 to December 31 this year, and the implementation period of other preferential policies is from January 1 to December 31 this year.
It is reported that international standard container transport vehicles entering and exiting Jiujiang Hongguang Comprehensive Hub Terminal and Nanchang Longtougang Comprehensive Terminal, which have been confirmed by the terminals, enjoy the policy of free highway tolls; International standard container transport vehicles that enter and exit Jiangxi Province's provincial multimodal transport demonstration project, railway container stations, and Jiujiang City's Chengxi Port container terminal and have been confirmed by the station and terminal are eligible for a 50% discount on highway (including Jiujiang Second Bridge) tolls; International standard container transport vehicles passing through the Jiujiang Yangtze River Bridge (First Bridge) enjoy a 30% discount on tolls.
Yunnan Province: Implementation of New Regulations on Highway Heavy Cargo Transportation
Not long ago, the Yunnan Provincial Department of Transport issued the "Implementation Rules for Yunnan Province's Highway Heavy Cargo Transportation Permit", which will come into effect on April 1, 2024.
The Implementation Rules specify that the transportation of large items is divided into categories one, two, and three based on the overall dimensions and quality of the vehicle and cargo. The consignor of large item transportation shall entrust a road transport operator (hereinafter referred to as the "carrier") with the qualification to operate large item transportation. The carrier shall apply for a permit for the transportation of large items in accordance with the law and obtain a "Permit for Overloaded Transport Vehicles".
In addition, credit management will be implemented for the permit of large-scale transportation on highways. If the carrier conceals relevant information or provides false materials to apply for an administrative license for large-scale transportation, they shall not apply for a highway large-scale transportation license in Yunnan Province within one year, except for being dealt with according to law. If the licensee obtains a permit for oversized transportation vehicles through improper means such as deception or bribery, and is verified by relevant departments as a matter directly related to public safety, personal health, and the safety of life and property, in addition to being dealt with in accordance with the law, they shall not apply for a permit for highway transportation of large items in Yunnan Province for three years.
Zhangzhou: Heavy and medium-sized trucks are prohibited from bypassing the roads in Fugong Town, Longhai District
Starting from 0:00 on April 1, 2024, heavy and medium-sized trucks traveling from Zhangzhou Development Zone to Shima direction via Shugang Road are prohibited from entering Fugong Town area for detours at the Xiazhen traffic light intersection of Shugang Road; Heavy and medium-sized trucks traveling from Shima to Zhangzhou Development Zone via Yuegang East Road are prohibited from entering the Fugong Town area for detours at the traffic light intersection of the Fugong Traffic Police Squadron on Yuegang East Road.
Heavy and medium-sized trucks entering Huaxing Road and Zhenqian Road due to engineering construction, livelihood logistics, and other production and living needs should try to avoid daily peak traffic periods as much as possible.

Xiapu County, Ningde City: Adjusting the Traffic Control Regulations for Heavy and Medium sized Trucks on Roads in the Central Urban Area
Starting from April 1, 2024, heavy and medium-sized cargo vehicles are prohibited from passing through Fuqian Road and Funing Avenue (from Dongwu Road intersection to Chian Avenue intersection) for 24 hours; Changxi Road, Dongwu Road, Muhai Road, Longshou Road, Longjin Road, Taikang Road, Lingyou Road, and Liu1-7 Road (from Longjin Road intersection to Chian Avenue intersection) are prohibited from traffic from 6:30 to 21:00.
