Action Plan for Continuous Improvement of Air Quality in Henan Province
In order to implement the requirements of documents such as the "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Battle of Pollution Prevention and Control" and the "Notice of the State Council on Issuing the Action Plan for Continuous Improvement of Air Quality" (Guofa [2023] No. 24), and to deepen the defense of blue skies, effectively solve prominent atmospheric environmental problems that concern the people, and promote high-quality economic development through continuous improvement of air quality, this action plan is formulated.
1、 Overall requirements
(一)指导思想。坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大、二十届二中全会精神,深入践行习近平生态文明思想,全面落实全国生态环境保护大会部署,坚持稳中求进工作总基调,以改善空气质量为核心,以降低PM2.5(细颗粒物)浓度为主线,以协同推进降碳、减污、扩绿、增长为总抓手,以减少重污染天气和解决人民群众身边的突出大气环境问题为重点,大力推动氮氧化物和VOCs(挥发性有机物)协同减排,加快推动产业结构、能源结构、交通运输结构优化调整,完善大气环境管理体系,有效提升污染防治能力,推动大气污染综合治理、系统治理、源头治理,加快形成绿色低碳生产生活方式,努力实现环境、经济和社会效益多赢,建设人与自然和谐共生的美丽河南。
(2) Main objective. By 2025, the PM2.5 concentration in the province will be below 42.5 micrograms per cubic meter, the proportion of days with good air quality will reach 71%, and the proportion of days with severe or above pollution will be controlled within 1.4%. The national task of reducing the total amount of nitrogen oxides and VOCs during the 14th Five Year Plan period will be completed, and Xinyang City and Nanyang City will achieve a second level standard for air quality.
2、 Optimize industrial structure and promote green development of industries
(1) Strictly control the entry barriers for the "two highs" projects. Strictly implement the requirements of the national and provincial "two highs" projects, and strictly prohibit the addition of steel production capacity. Strictly implement relevant industry capacity replacement policies, and new projects can only be put into operation after the replaced capacity and its supporting facilities are shut down. National and provincial performance grading key industries, as well as other industries involving boilers, furnaces, and kilns, new (renovated, expanded) construction projects should generally achieve environmental performance level A or advanced level of clean production in China. Promote the integrated layout of steel, coking, and sintering, significantly reduce independent sintering, pelletizing, and hot rolling enterprises and processes, promote the transformation of blast furnace converter long process steelmaking to electric furnace short process steelmaking, and eliminate outdated coal washing capacity. We will coordinate the implementation of the national requirements for "using steel to determine coke" and study and formulate implementation plans for capacity withdrawal in the coking industry. By 2025, the proportion of short process steelmaking production in the province will reach over 15%, and all steel enterprises in Zhengzhou will withdraw. (2) Accelerate the elimination of outdated and inefficient production capacity. Implement national industrial policies, further improve energy consumption, environmental protection, quality, safety, technology and other requirements for backward production capacity, include processes and equipment from industries with high air pollutant emission intensity, low level of clean production, difficult governance, and overcapacity in the scope of elimination, and gradually withdraw processes and equipment from restricted gas related industries; Accelerate the elimination of stepper sintering machines, pellet vertical furnaces, independent sintering, independent pellet, independent hot rolling processes, as well as semi enclosed silicon manganese alloy, nickel iron, high carbon chromium iron, and high carbon manganese iron electric furnaces; Orderly exit the production lines of sintered bricks and sintered hollow blocks with a capacity of less than 60 million standard bricks per year in the brick and tile industry, and encourage sintered brick and tile enterprises in provincial municipalities, Jiyuan demonstration zones, and aviation port urban planning areas to shut down and exit. By the end of 2024, steel enterprises should orderly withdraw or complete large-scale transformation of blast furnaces with a capacity of less than 1200 cubic meters, steelmaking converters with a capacity of less than 100 tons, steelmaking electric arc furnaces with a capacity of less than 100 tons, and alloy steel electric arc furnaces with a capacity of less than 50 tons. (3) Carry out upgrading and transformation of traditional industrial clusters. Each province's municipalities, Jiyuan demonstration zone, and aviation port area shall formulate development plans and special rectification plans for gas related industrial clusters based on the characteristics of industrial clusters within their jurisdiction. They shall further investigate heavy polluting enterprises that do not comply with urban construction plans, industry development plans, and ecological environment functional positioning, and eliminate and shut down a batch, relocate and park a batch, renovate a batch on site, and improve and strengthen a batch in accordance with the law, in order to enhance the green development level of industrial clusters. Implement dynamic zeroing of "scattered and polluting" enterprises, and resolutely prevent the resurgence and relocation of "scattered and polluting" enterprises. Encourage localities to construct "Green Island" projects such as centralized heating centers, centralized spraying centers, centralized organic solvent recycling and disposal centers, and centralized activated carbon regeneration centers according to local conditions. (4) Accelerate the growth of green and environmental protection industries. Intensify policy support, develop the environmental protection equipment and service industry, encourage third-party treatment of environmental pollution, and guide social capital to actively participate. Support the research and development of major core technologies, promote the industrialization of major technologies and equipment for air pollution control, create a fair competitive environment, and promote the healthy and orderly development of the industry. Intensify the promotion and application of green and low-carbon technologies, and focus on key industries such as steel, building materials, petrochemicals, chemicals, and non-ferrous metals to implement technology demonstration projects such as deep decarbonization of production processes, industrial process reengineering, electricity substitution transformation, and carbon dioxide recovery and recycling. 3、 Optimize the energy structure and accelerate the green and low-carbon development of energy
(1) Vigorously develop clean energy. Accelerate the large-scale development of wind power and centralized photovoltaics, carry out the "PV+" public building roof acceleration action, and construct a number of large-scale development projects; Implement centralized and contiguous development of geothermal energy utilization, and construct four 10 million square meter geothermal heating demonstration zones in Zhengzhou, Kaifeng, Zhoukou, and Puyang; Accelerate the construction of hydrogen refueling stations and hydrogen electric oil and gas comprehensive energy stations, and build the Zhengbian Luopu hydrogen corridor. By 2025, the proportion of non fossil energy consumption will reach over 16%, and the proportion of electricity in terminal energy consumption will reach over 27%. (2) Strictly and reasonably control the total consumption of coal. Develop and implement an action plan for controlling the total amount of coal consumption to ensure the completion of the national task of controlling the total amount of coal consumption during the 14th Five Year Plan period. Focus on reducing coal consumption in non electricity industries, and exclude coal gangue and raw material coal from the assessment of total coal consumption. For new (modified, expanded) construction coal projects, coal equivalent or reduced substitution shall be implemented. If the substitution plan is incomplete, it shall not be approved, and the use of high polluting fuels such as petroleum coke, coke, and blue charcoal shall not be used as coal reduction substitution measures. (3) Actively carry out the integration of coal-fired boiler shutdown. In principle, the province will no longer add self owned coal-fired units or build coal-fired boilers other than centralized heating, and encourage self owned coal-fired units to implement clean energy substitution. Comprehensively eliminate coal-fired boilers, tea stoves, and commercial stoves with a capacity of less than 35 tons per hour, and basically eliminate coal-fired facilities such as grain storage drying equipment and agricultural product processing. Accelerate the construction of thermal power pipelines, carry out long-distance heating demonstrations, fully utilize the heating capacity of cogeneration power plants, and by the end of 2025, shut down or integrate coal-fired boilers and outdated coal-fired small thermal power units (including self owned power plants) with heating substitution conditions within a heating radius of 30 kilometers for cogeneration power plants with a capacity of over 300000 kilowatts. (4) Implement clean energy substitution for industrial furnaces and kilns. The province will no longer add fuel gas generators, and new (renovated, expanded) heating furnaces, heat treatment furnaces, drying furnaces, and melting furnaces will generally use clean and low-carbon energy. By the end of 2024, the dispersed construction of fuel gas generators will complete the replacement of clean energy or the transformation of centralized gas supply in the park. By the end of 2025, heating furnaces, heat treatment furnaces, drying furnaces, and melting furnaces that use highly polluting fuels will switch to clean and low-carbon energy sources. Coal fired boilers that cannot stably meet standards and industrial kilns that use coal, petroleum coke, residual oil, heavy oil, and other fuels will be eliminated, and the new gasification process of fixed bed intermittent coal gas generators will be completed. (5) Continuously promote clean heating renovation. Intensify efforts to replace civilian loose coal, promote clean heating renovation according to local conditions, support cities such as Pingdingshan, Luohe, and Zhumadian to apply for national clean heating pilot cities, and complete the clean heating renovation tasks of pilot cities such as Xuchang, Shangqiu, and Zhoukou with quality and quantity guaranteed. By the heating season of 2025, the scattered coal in the plain areas of the province will be basically cleared, and the replacement of scattered coal with clean energy in mountainous areas will be steadily promoted. Designate areas that have completed clean heating renovation as high pollution fuel prohibition zones in accordance with the law, rectify illegal sales, storage, transportation, and use of loose coal in accordance with laws and regulations, and prevent the re burning of loose coal. Strengthen the production, supply, and quality supervision of clean coal for areas that have not yet implemented clean heating renovation. 4、 Optimize transportation structure and improve green transportation system
(1) Continuously optimize and adjust the transportation structure of goods. For long-distance transportation of bulk goods, priority should be given to railways and waterways, while for short distance transportation, priority should be given to enclosed belt corridors or new energy vehicles and ships. It is encouraged for provincial municipalities, Jiyuan demonstration zones, and aviation port areas to explore and develop the "external collection and internal distribution" mode of intermodal transportation of production and living materials by rail. By 2025, the annual average growth rate of container rail and iron water intermodal transportation will be over 15%, and the waterway freight volume in the province will exceed 70 million tons. We strive to reduce the proportion of road freight turnover in the province by 10 percentage points compared to 2022, and achieve a clean transportation ratio of 80% for bulk materials such as iron ore and coke (including the use of new energy vehicles for transportation, the same below). Accelerate the promotion of "revolving railway" and "revolving water", fully utilize the efficiency of existing lines, promote co line sharing and the transformation of urban railway stations to be suitable for freight transportation. Accelerate the implementation of the "653" project for railway dedicated lines entering enterprises and parks, promote the construction of a number of railway dedicated lines such as China Railway Port and international logistics hubs, support the construction of railway dedicated lines supporting ports in cities such as Zhoukou, Luohe, and Xinyang, and accelerate the construction of railway logistics bases in cities such as Zhengzhou, Nanyang, Luoyang, and Shangqiu. New (renovation, expansion) projects should generally adopt clean transportation methods, and make clean transportation a key focus of project review and supervision. Strengthen measures to ensure land use, acceptance and operation, vehicle allocation, and railway freight rates. (The Provincial Department of Transport, Development and Reform Commission, Department of Natural Resources, Department of Ecology and Environment, and China Railway Zhengzhou Group Corporation are responsible for their respective duties.)
(2) Accelerate the improvement of the green and low-carbon level of motor vehicles. Except for vehicles with special needs, the newly purchased official vehicles by party and government organs in the province have basically achieved new energy conversion. Promote new energy medium and heavy-duty vehicles in industries such as thermal power, steel, coal, coking, non-ferrous metals, cement, and logistics parks, and develop zero emission freight fleets such as pure electric vehicles and hydrogen fuel cells. By the end of 2025, except for emergency vehicles, the province's buses, cruising taxis, and cargo vehicles (including dump trucks, cement tankers, and logistics vehicles), postal vehicles, municipal sanitation vehicles, and ride hailing taxis in urban built-up areas will basically achieve new energy transformation; Eliminate gas trucks using lean combustion technology and diesel trucks with emission standards below National III, and strengthen supervision of the recycling and dismantling of scrapped motor vehicles. Carry out full coverage inspections of new production truck families, standardize road inspections and household inspections of diesel trucks, strengthen the construction of access control systems for key vehicle enterprises, enhance the supervision and inspection of motor vehicle emissions, establish a remote online monitoring platform for heavy-duty diesel vehicles and non road mobile machinery throughout the province, and encourage various regions to carry out fuel evaporation emission control testing. (3) Strengthen the comprehensive management of non road mobile sources. Strictly implement the fourth stage emission standards for non road mobile diesel machinery. Expand the scope of prohibited areas for high emission non road mobile machinery, improve control requirements, and include high-frequency use areas of machinery such as railway freight yards, logistics parks, ports, airports, industrial and mining enterprises, and construction sites in the management of prohibited areas. It is prohibited to use non road mobile machinery with exhaust smoke levels exceeding Class III limits and emission standards below National Level 2. Accelerate the upgrading and transformation of railway freight yards, logistics parks, ports, airports, and industrial and mining enterprises' internal operating vehicles and machinery with new energy, and basically realize the new energy transformation of newly added or updated forklifts under 3 tons. Increase the proportion of new and clean energy used by ferries, short distance tourist boats, and port boats. Vigorously promote the elimination of old railway locomotives and encourage railway stations and industries such as coal, steel, and metallurgy to promote new energy railway equipment. By 2025, non road mobile machinery with emission standards below the first stage will be basically eliminated, and the phenomenon of "black smoke" from non road mobile machinery, ships, and railway locomotives will be basically eliminated. During the docking period of major port ships, shore power will be used in principle, and the utilization rate of alternative equipment for airport aircraft auxiliary power devices will remain stable at over 95%. (4) Fully guarantee the quality of finished oil products. Strengthen the supervision of the entire process of oil import, production, storage, sales, transportation, and use, organize special joint law enforcement actions for non-standard oil on an annual basis, comprehensively clean up and rectify self built oil tanks, mobile refueling vehicles (ships), and black refueling stations, and resolutely crack down on the sale of non-standard oil products as engine fuel. Increase the frequency of diesel sampling in trucks, non road mobile machinery, and ship fuel tanks, trace any clues found, and strictly hold relevant producers, sellers, and transporters accountable. 5、 Strengthen the control of non-point source pollution and improve the level of refined management
(1) Deepen the comprehensive management of dust pollution. Strictly implement the requirements of the "two standards" for dust control, strengthen the fine management of construction enclosures, vehicle washing, wet operations, closed transportation, ground hardening, material coverage, etc., and encourage construction projects to actively adopt green construction technologies such as prefabricated construction. Segmented construction will be implemented for long-distance linear projects such as municipal roads and water management, gradually promoting the installation of online monitoring and video surveillance facilities on construction sites over 5000 square meters and connecting them to local regulatory platforms. Include the cost of preventing and controlling dust pollution in the project cost. Continuously carry out urban cleaning actions, strengthen comprehensive treatment of road dust, and inspect and rectify long undeveloped bare construction land. By 2025, the mechanized cleaning rate of main and secondary roads in urban built-up areas will reach over 90%, and the construction of dust suppression facilities and the closure of material conveying systems for large-scale coal, ore and other dry bulk cargo terminal material yards in cities will be basically completed. (2) Accelerate the comprehensive management of mining ecological environment. In principle, newly built mines should simultaneously construct railway dedicated lines or adopt other clean transportation methods. New (renovated, expanded) mines shall be constructed in accordance with the requirements of green mines; Strictly implement relevant requirements for safety production, soil and water conservation, ecological environment protection, etc. for existing mines, and shut down mines that fail to meet the standards after rectification within the prescribed time limit in accordance with the law. Promote equipment upgrading and deep management in the sand and gravel aggregate industry, strictly implement dust prevention and removal measures during ore mining, transportation, and processing, implement clean, intelligent, and green transformation, and improve the level of clean production. (3) Strengthen the comprehensive utilization of straw and prohibit burning. Promote the utilization of straw as fertilizer, feed, fuel, base material, and raw material according to local conditions, improve the standardization and normalization level of straw returning to the field, and improve the straw collection, storage, and transportation system. By 2025, the comprehensive utilization rate of straw in the province will reach over 93%. Improve the grid based supervision system, comprehensively utilize satellite remote sensing, video surveillance and other technological means to strengthen daily supervision, organize special inspections in key areas and key periods, implement the target responsibility assessment and reward and punishment system for straw burning, and strictly implement measures such as accountability talks, economic penalties, and administrative penalties. (4) Continuously strengthen the control of fireworks and firecrackers pollution. Strictly implement the regulations on the management of fireworks and firecrackers, carry out in-depth special actions to crack down on illegal fireworks and firecrackers, fully leverage the role of the safety control network at the city, county, township, and village levels, increase inspection and prevention efforts in key areas and key periods, and severely punish illegal production, transportation, storage, sales, and illegal discharge of fireworks and firecrackers. 6、 Strengthen the reduction of multiple pollutants and effectively lower emission intensity
(1) Accelerate the implementation of low VOC content raw and auxiliary material substitution. Strictly implement the VOCs content limit standards for coatings, inks, adhesives, and cleaning agents, establish a joint law enforcement mechanism among multiple departments, and regularly supervise and inspect production enterprises, sales venues, and usage processes. Encourage and guide enterprises to produce and use low VOC content coatings, inks, adhesives, and cleaning agents, promote existing high VOC content product production enterprises to accelerate upgrading and transformation, and increase the proportion of low (no) VOC content products. Intensify efforts to replace low (no) VOCs content raw and auxiliary materials in industries such as industrial coating, packaging printing, and electronic manufacturing. Enterprises that have completed the replacement of raw and auxiliary materials will be included in the "whitelist" management, and self emission reduction will be implemented during heavy pollution weather warning periods. Low (no) VOC content coatings are generally used for outdoor structure protection and urban road traffic signs. (2) Strengthen the comprehensive management of VOCs throughout the entire process. According to the principle of collecting all receivables and categorizing them by quality, unorganized emissions will be transformed into centralized management of organized emissions. Organic waste gas from VOCs containing organic wastewater storage tanks and collection wells (pools) in the plant area should be collected and treated in a closed manner. High concentration organic waste gas discharged from enterprise sewage treatment plants should be collected and treated separately. Construct suitable and efficient governance facilities, and strengthen the operation and maintenance of governance facilities. During the start-up, shutdown, and maintenance of enterprise production facilities, VOCs waste gas generated from operations such as material return, cleaning, and blowing should be collected and processed in a timely manner according to requirements. Torch burning devices shall not be used as daily air pollution treatment facilities. Standardize the detection and repair of VOCs leaks, regularly conduct sealing tests on tank components, and establish a unified information management platform for leak detection and repair in cities and key industrial parks with concentrated petrochemical and chemical industries by the end of 2024. By the end of 2025, volatile organic liquid storage tanks will generally use low leakage tank breathing valves and emergency pressure relief valves, while truck trucks will generally use self sealing quick couplings. (3) Promote in-depth pollution control in key industries. New (renovated, expanded) thermal power, steel, cement, and coking projects in the province should achieve ultra-low emission levels. By the end of 2024, cement and coking enterprises will have basically completed the organized and unorganized ultra-low emission transformation; By the end of September 2025, steel, cement, and coking enterprises will strive to complete the transformation of clean transportation with ultra-low emissions. Continuously promote the deep management of industrial furnaces such as glass, refractory materials, non-ferrous metals, casting, carbon, lime, bricks and tiles, and implement upgrading and transformation of industries such as ceramics, fertilizers, household waste incineration, biomass boilers, etc. By the end of 2025, the low nitrogen combustion transformation of gas boilers will be basically completed; All biomass boilers are equipped with specialized stoves and efficient dust removal facilities such as cloth bags. It is prohibited to mix coal, household waste, and other materials. Promote the integration of small-scale biomass boilers. In principle, it is not allowed to set up smoke and VOCs exhaust gas bypass. If it cannot be cancelled due to safety production needs, smoke automatic monitoring, flow, temperature and other monitoring facilities should be installed and supervision should be strengthened. Key gas related enterprises should add equipment for disposal facilities. (4) Carry out the investigation and rectification of inefficient and ineffective pollution control facilities. Conduct inspections and rectification of inefficient and ineffective air pollution control facilities for industrial furnaces, VOCs related industries, as well as coal-fired, oil fired, and biomass fired boilers. Establish an inspection and rectification checklist and eliminate immature, unsuitable, and unstable emission control processes; Rectify governance facilities with missing key components, poor quality, and low automation level, and improve the level of facility operation and maintenance; Establish a sound monitoring system and improve the quality of automatic and manual monitoring data. Complete the investigation work by the end of June 2024, upgrade and renovate enterprises that have not been equipped with efficient dust removal, desulfurization, and denitrification facilities by the end of October 2024, and include those that have not completed the renovation and upgrading on time in the scope of autumn and winter production regulation. The monthly inspection rate of catering oil fume purification facilities should not be less than 20%. 7、 Improve institutional mechanisms and enhance the level of atmospheric environment management
(1) Implement urban air quality standard management. Each province's municipalities, Jiyuan demonstration zone, and aviation port area shall formulate and implement air quality compliance plans within a specified time limit, clarify the compliance time limit, roadmap, and key tasks, and make them public to the society. By 2025, Xinyang City and Nanyang City will achieve the second level air quality standard, while other cities will have clear targets for the air quality standard stage. Continuously promoting the creation of standard counties (cities), counties (cities) that have already met the standards should consolidate their achievements in meeting the standards, and counties (cities) with the potential to meet the standards should achieve environmental air quality standards as soon as possible. 8、 Strengthen capacity building and enhance regulatory and law enforcement efficiency
(1) Enhance environmental monitoring capabilities. Continuously optimize the air quality monitoring network, implement the upgrading and transformation of township air stations throughout the province, and achieve full coverage of six factors (PM2.5, inhalable particulate matter, sulfur dioxide, nitrogen dioxide, carbon monoxide, ozone) monitoring within the province as required. Promote the construction of air quality monitoring stations along urban main roads, and carry out integrated monitoring of factors such as PM2.5, non methane total hydrocarbons, nitrogen oxides, and traffic flow. Promote the establishment of specialized monitoring stations in industrial parks to enhance their atmospheric environment monitoring capabilities. Carry out pilot projects for the construction of new pollutant investigation and monitoring capabilities, as well as carbon monitoring and evaluation. (2) Enhance the ability to monitor pollution sources. Regularly update the list of key polluting units in the atmospheric environment, conduct quality checks on pollutant discharge permits, include automatic monitoring requirements in pollutant discharge permits in accordance with the law, urge polluting units to install and use automatic monitoring facilities in accordance with the law, and connect with the ecological environment department to ensure full coverage of eligible enterprises. (3) Strict law enforcement and supervision of atmospheric environment. 9、 Establish a sound regulatory and standard system, and improve environmental and economic policies

Strengthen the construction of the ecological environment standard system, formulate and implement emission standards for air pollutants in industries such as fertilizers, waste incineration power generation, ceramics, lead and zinc, and technical specifications for air pollution prevention and control in the sand and gravel aggregate industry, promote the improvement of pollution control level and green and low-carbon development in key industries. Each region should organize the preparation of implementation plans, clarify work objectives, governance tasks, and safeguard measures, refine division of responsibilities, establish task lists and ledgers, strengthen supervision and handling, and promote the effective and orderly completion of various tasks. The implementation plans of each province's municipalities, Jiyuan Demonstration Zone, and Airport Zone must be submitted to the Provincial Department of Ecology and Environment for filing.
(2) Strengthen the implementation of responsibilities. Governments at all levels are responsible for the overall air quality in their respective administrative regions; All relevant departments should conscientiously fulfill their regulatory responsibilities, formulate implementation plans for air pollution prevention and control in their respective fields, timely introduce relevant policies, strengthen overall coordination, the development and reform department is responsible for implementing the action of controlling the total amount of coal consumption, the industry and information technology department is responsible for implementing the action of phasing out outdated production capacity, the transportation department is responsible for implementing the action of cleaning transportation, the ecological environment department is responsible for implementing the action of ultra-low emission transformation in key industries, and the housing and urban-rural development department is responsible for implementing the comprehensive prevention and control of dust non-point source pollution, promoting the implementation and effectiveness of various measures.
(3) Strict supervision and assessment. Making the completion of air quality improvement targets an important aspect of assessing the effectiveness of pollution prevention and control efforts, and providing incentives according to regulations to places that achieve secondary air quality standards and achieve air quality improvement targets; Punish areas that have not achieved the goal of improving air quality from aspects such as fund allocation, project approval, and accountability, conduct public interviews with key government officials, and cancel provincial-level ecological civilization honorary titles. Timely organize and carry out special inspections on ecological environment protection in areas where the promotion work is ineffective, responsibilities are not fully implemented, air quality has significantly deteriorated, and air pollution problems are prominent.
(4) Implement a nationwide action plan. Establish a sound mechanism for releasing ecological and environmental news, and timely release information on air quality, environmental law enforcement, and emergency response to heavy pollution weather. Establish a sound mechanism for public supervision, reporting rewards, and handling feedback, encourage the public to actively provide clues on environmental violations, and expose typical cases of illegal behavior.
