On April 16th, the official website of Chengdu Municipal Bureau of Economy and Information Technology released the "Action Plan for Promoting the Development and Promotion of Hydrogen Fuel Cell Commercial Vehicles in Chengdu (2024-2026) (Draft for Comments)" and the "Guidelines for Applying Policies for Promoting the Development and Promotion of Hydrogen Fuel Cell Commercial Vehicles in Chengdu (Draft for Comments)".
Specifically, as follows:
Action Plan for Promoting the Development and Application of Hydrogen Fuel Cell Commercial Vehicles in Chengdu City (2024-2026) (Draft for Comments)
In order to implement the spirit of documents such as the "Several Policy Measures to Support the High Quality Development of New Energy and Intelligent Connected Vehicle Industry" (Chuanfu Fa [2024] No. 7) issued by the People's Government of Sichuan Province, accelerate the formation of new quality productivity in the automotive industry dominated by hydrogen fuel cell commercial vehicles, further enhance the display and competitiveness of the hydrogen fuel cell commercial vehicle industry, and help achieve carbon peak and carbon neutrality, this plan is formulated.
1、 Overall requirements
坚持以习近平新时代中国特色社会主义思想为指导,围绕市委市政府“制造强市”战略部署,以创建国家燃料电池汽车示范城市群为抓手,按照“加快布局、积极稳妥、扎实推进”的原则,聚焦氢燃料电池商用车领域,鼓励新技术新车型研发,加快新场景新设施建设,全面扩大氢车示范应用,带动氢能全产业链发展,抢占国内氢燃料电池商用车产业新赛道。
2、 Main objectives
By 2026, breakthroughs will be made in the core technology of hydrogen fuel cell commercial vehicles and key components, achieving large-scale promotion and application of vehicles, driving continuous cost reduction, moderately advanced layout of hydrogen refueling stations, and building a hydrogen energy guarantee network covering the entire city and radiating urban areas. The ecological system of the entire industry chain of hydrogen fuel cell commercial vehicles will be more sound, and the comprehensive strength and demonstration promotion scale of the industry will rank first in the country.
——The hydrogen fuel cell commercial vehicle technology industry is developing comprehensively. By 2026, we aim to achieve a scale of over 20 billion yuan in the city's hydrogen fuel cell commercial vehicle industry, cultivate no less than 5 leading enterprises ranked among the top five in the core component field of the industry chain, and drive the technological upgrading and cost reduction of hydrogen fuel cell commercial vehicles (with a cost reduction of more than 30% and a terminal price of hydrogen not exceeding 30 yuan/kg). Build a complete industrial chain and advanced technological level hydrogen fuel cell commercial vehicle core component and vehicle research and development manufacturing base.
——The demonstration application of hydrogen fuel cell commercial vehicles remains leading. Expand demonstration application scenarios and innovate business models. The cumulative promotion and application of hydrogen fuel cell commercial vehicles in the city shall not be less than 2000, with a focus on building the Chengdu section of green hydrogen lines such as the "One Corridor and Five Roads", and establishing a leading demonstration application and commercial operation key area for fuel cell commercial vehicles in the country.
——The hydrogen refueling facilities for commercial vehicles using hydrogen fuel cells have basically been networked. Improve the approval and operation management system for hydrogen production and refueling station construction, layout and construct refueling stations in key development areas and suburban areas (cities) and counties, and encourage qualified refueling and gas stations to expand (renovate) and build refueling stations. Strive to build 20 hydrogen refueling stations of various types (including 5 integrated hydrogen production and refueling stations), forming a hydrogen refueling station infrastructure network that matches the promotion scale of hydrogen fuel cell commercial vehicles.
3、 Supporting policies and measures
(1) Enhance the manufacturing capability of hydrogen fuel cell vehicles
1. Encourage the linkage between production and sales of new car models. Guide our city's vehicle enterprises to seize the segmented market of hydrogen fuel cell commercial vehicles, introduce high-performance vehicle platforms, launch several new models with market competitiveness, fully utilize existing production capacity to expand the production proportion of hydrogen fuel cell commercial vehicles, improve capacity utilization, expand production and sales scale and market share. For complete vehicle enterprises that develop or import hydrogen fuel cell commercial vehicle models (including Class II chassis) and put them into production for sale, a production and sales reward of up to 50 million yuan will be given to a single model, taking into account the vehicle price, model, output value, and sales volume. (2) Accelerate the demonstration and application of hydrogen fuel cell commercial vehicles
2. Support vehicle purchase applications. Priority will be given to purchasing and using hydrogen fuel cell commercial vehicles in the public sector, including highway and tourism passenger transportation, urban cold chain logistics, intercity heavy trucks, waste transportation, environmental sanitation, concrete transportation, urban public transportation, postal express delivery, airport dedicated lines, park transfer, railway and port logistics, mining transportation, and transportation for highway, railway, and hydropower station construction. Referring to relevant national or provincial reward and subsidy policies, demonstration rewards will be given to hydrogen fuel cell commercial vehicles participating in demonstration projects in a 1:1 ratio through the "unveiling and leading" project approach; Full vehicle enterprises that use 70Mpa on-board hydrogen cylinders or liquid hydrogen storage devices and participate in demonstration projects of hydrogen fuel cell commercial vehicles will be rewarded for technological improvement. 3. Strengthen the leadership and driving force in the public domain. Administrative agencies, state-owned enterprises and institutions shall give priority to the use of hydrogen fuel cell commercial vehicles in the public domain, and the newly added or updated hydrogen fuel cell commercial vehicles shall not be less than 20% of the newly added or updated quantity. 4. Support the operation of demonstration projects. For the operating units participating in the hydrogen fuel cell commercial vehicle demonstration project, taking into account factors such as vehicle mileage, an annual operating subsidy of 12000 yuan per vehicle will be provided during the demonstration period. 5. Improve road access for hydrogen fuel cell commercial vehicles. Relax the urban traffic restrictions for hydrogen fuel cell commercial vehicles throughout the city. Provincial and municipal cooperation exempts hydrogen fuel cell commercial vehicles equipped with ETC devices that drive on our city's Chengwen Qiong Expressway, Shuangliu Airport Expressway, Chengpeng Expressway, Chengguan Expressway, and Chengbei Expressway from highway tolls after registration. 6. Encourage innovative business models for demonstration applications. Encourage platform enterprises to take the lead in participating in the full lifecycle management of hydrogen fuel cell commercial vehicle demonstration and operation, and establish a leasing commercial mechanism. For those who purchase hydrogen fuel cell commercial vehicles (excluding buses) and lease them to operating units, a one-time subsidy of up to 100000 yuan per vehicle will be given according to the model; For the leasing expenses incurred by the lessee (operating unit), a subsidy of 30% of the leasing expenses (after deducting provincial and municipal subsidies) shall be given to the lessee. (3) Strengthening the construction of hydrogen refueling stations and supporting facilities
7. Support the construction and operation of hydrogen refueling stations
(1) Support the construction of hydrogen production and refueling stations. Encourage the construction, renovation, and expansion of hydrogen refueling stations. A one-time subsidy of 1 million yuan and 2 million yuan respectively will be given to newly built 35MPa temporary hydrogen refueling stations with a daily hydrogen refueling capacity of 500 kg to 1000 kg and over 1000 kg, which have been in operation for more than one year; A one-time subsidy of 2 million yuan and 3 million yuan will be given to newly built, renovated, or expanded 70MPa temporary hydrogen refueling stations with a daily hydrogen refueling capacity of 500 kilograms to 1000 kilograms or more, and those that have been in operation for more than one year; A one-time subsidy of 3 million yuan and 5 million yuan will be given to newly built, renovated, and expanded 35MPa fixed hydrogen refueling stations (including comprehensive energy stations with refueling functions) with a daily refueling capacity of 500 kg to 1000 kg and over 1000 kg, respectively; A one-time subsidy of 6 million yuan and 8 million yuan will be given to newly built, renovated, and expanded 70MPa fixed hydrogen refueling stations (including comprehensive energy stations with refueling functions) with a daily refueling capacity of 500 kg to 1000 kg and over 1000 kg, respectively; Qualified "hydrogen production hydrogenation" integrated stations will receive a one-time subsidy of 10 million yuan. A one-time subsidy of 10 million yuan will be provided for the construction, renovation, and expansion of liquid hydrogen refueling stations. (2) Support the operation of hydrogen refueling stations. For hydrogen refueling stations that provide hydrogen refueling services with a sales price not exceeding 30 yuan/kg and a daily hydrogen refueling capacity not less than 500 kg, an operating subsidy of 20 yuan/kg and a maximum of 5 million yuan will be given based on the annual cumulative hydrogen refueling volume. (After being selected into the National Hydrogen Fuel Cell Vehicle Demonstration Group, for hydrogen refueling stations that provide hydrogen refueling services with a sales price not exceeding 25 yuan/kg and a daily hydrogen refueling capacity not less than 500 kg, an operating subsidy of 20 yuan/kg and a maximum of 5 million yuan will be given based on the annual cumulative hydrogen refueling volume.). (4) Optimizing the Development Environment of Hydrogen Fuel Cell Commercial Vehicle Industry
8. Support the development of industry technical standards. Relying on the National Hydrogen Storage, Transportation, and Refueling Equipment Technology Innovation Center, we support leading enterprises and universities to jointly develop inspection and testing technical standards for key components of hydrogen fuel cell commercial vehicles, and provide inspection and testing services in the fields of hydrogen fuel cell commercial vehicles and key components. Develop acceptance and safe operation standards for infrastructure such as hydrogen refueling stations. [Responsible units: Municipal Science and Technology Bureau, Municipal Market Supervision Bureau, Municipal Emergency Management Bureau, Municipal Housing and Urban Rural Development Bureau, Municipal Economic and Information Technology Bureau, Municipal New Economy Commission]
9. Continuously improve the hydrogen energy industry ecosystem. Cultivate leading talent teams, introduce domestic and foreign "high-precision and cutting-edge" talents and teams, and provide support in innovation and entrepreneurship support, living support, and other aspects. Guide banks and social capital to participate in investment and financing services for the hydrogen fuel cell commercial vehicle industry, and support the establishment of industry investment funds by municipal industrial groups, chain leading enterprises, and other entities. Utilize the service functions of intermediary organizations such as the Chengdu Hydrogen and Fuel Cell Industry Development Promotion Association, integrate advantageous resources in the industrial chain, and jointly create a demonstration project for hydrogen fuel cell commercial vehicle poles. 10. Establish a sound quality and safety assurance system. Strengthen the full lifecycle supervision of demonstration vehicles, and hydrogen fuel cell commercial vehicles and refueling stations participating in demonstration projects must be connected to the Chengdu New Energy Vehicle Monitoring and Supervision Platform. Strengthen the main responsibility of production enterprises for product quality, improve the product quality assurance system and after-sales service system, strengthen the factory quality spot checks and daily safety supervision of products such as complete vehicles, key components, and hydrogen refueling station equipment. 4、 Organizational support
(1) Strengthen organizational coordination
Establish a special team for promoting the development of hydrogen energy industry in Chengdu (with its office located in the Municipal New Economy Commission of the Municipal Bureau of Economy and Information Technology), to coordinate the overall deployment and promotion of the promotion and application of hydrogen fuel cell commercial vehicles and industrial development. The Municipal Bureau of Economy and Information Technology and the Municipal New Economy Commission will take the lead in formulating promotion goals and task division through the "unveiling the list and leading the way" approach. The responsible departments will ensure the implementation of target tasks and policy measures, while relevant departments will strengthen financial support, supervision and incentives. Each relevant district (city) and county government (management committee) should strengthen organizational leadership and financial support in accordance with the city's plan and local conditions, study and formulate detailed implementation measures and promotion plans, and ensure the comprehensive completion of target tasks.
(2) Consolidate safety responsibilities
All relevant district (city) and county governments (management committees), as well as relevant departments at the city level, should attach great importance to safety supervision work, strengthen the awareness of hydrogen safety risks in vehicle use, consolidate the main responsibility of enterprise safety production, and prevent and curb safety production accidents from the source. Each relevant district (city) county government (management committee) shall implement local safety production supervision responsibilities, promote graded control of safety risks for relevant enterprises, strengthen daily management of operators, enhance safety training and irregular inspections, and ensure production and operation safety. Promote the establishment of cross departmental information sharing and supervision mechanisms, improve the monitoring and supervision platform for new energy vehicles in Chengdu, implement the main responsibility for product quality, and strengthen the supervision of the entire process of production, sales, operation, scrapping, and hydrogen refueling station operation.
(3) Deepen publicity and guidance
Each relevant district (city) county government (management committee) and division of labor responsible units in various fields actively carry out the promotion of hydrogen fuel cell commercial vehicle application and hydrogen energy technology knowledge, enhance public awareness of vehicle operation safety and hydrogen energy application safety, and highlight the characteristics of low-carbon environmental protection and green and renewable hydrogen energy in the context of national carbon peak and carbon neutrality international commitments, creating a good social atmosphere conducive to the promotion and application of hydrogen fuel cell commercial vehicles.
5、 Supplementary Provisions
The relevant policies follow the principle of high and not low, and do not enjoy duplicate benefits. District (city) and county governments (management committees) may formulate relevant supporting policies based on local conditions. This action plan will be implemented from xx/xx/2024 and will be valid for 3 years. If the documents published before implementation are inconsistent with the relevant provisions of this plan, this plan shall apply. During the implementation of policies, if there are changes in national and provincial policies, technological progress in the hydrogen fuel cell commercial vehicle industry, and other factors, our city will adjust the policies in a timely manner.
