On June 7th, the Ministry of Transport and thirteen other departments issued the "Action Plan for Large scale Equipment Renewal in Transportation", implementing seven actions: electrification replacement of urban buses, elimination and renewal of old operating diesel trucks, scrapping and renewal of old operating ships, elimination and renewal of old locomotives, replacement of old postal and express equipment, upgrading and transformation of logistics facilities and equipment, and upgrading standards. Regarding the commercial vehicle industry, the policy proposes the electrification replacement of urban buses: encouraging the renewal of old new energy buses and power batteries, guiding retired power batteries to be sold to comprehensive utilization enterprises, and promoting the miniaturization, low floor, and low entrance urban buses. Promoting large-scale equipment updates in transportation is an important measure to accelerate the construction of a strong transportation country, promote high-quality development of the transportation industry, and build a new development pattern for services, which is conducive to promoting investment and consumption. In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, implement the requirements of the "Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Trade in", promote a new round of transportation equipment upgrading, support the construction of a green and low-carbon transportation system, this action plan is formulated.
1、 Overall requirements

2、 Electric substitution action for urban buses
Encourage the renewal of old new energy buses and power batteries. Encourage localities with conditions to develop new energy bus and power battery renewal plans tailored to local conditions while ensuring stable operation of urban public transportation. Guide retired power battery owners to sell retired power batteries to comprehensive utilization enterprises, actively promote small-scale public transportation vehicles, low floor and low entrance urban public transportation vehicles. Encourage all regions to promote the renewal of urban public transportation vehicles that are 10 years old or older. Research and formulate policies related to the replacement of power batteries for new energy public transportation vehicles.
3、 Elimination and Renewal Action for Old Operating Diesel Trucks
(1) Accelerate the elimination and renewal of old and outdated diesel trucks in operation. Support the phasing out and updating of old operational trucks. Encourage and guide road freight operators to accelerate the elimination of operational diesel trucks that meet or exceed National III standards, and to eliminate operational diesel trucks that meet or exceed National IV standards ahead of schedule. Relying on the management of road transport vehicle models that meet standards, benchmarking against international advanced levels, and continuously improving the energy-saving and low-carbon level of operating trucks.
(2) Promote the orderly operation of new energy trucks. Encourage various regions to combine the development characteristics of the road freight industry, regional industrial environment, and new energy supply capacity, and promote the application of new energy operating trucks in urban logistics distribution, port collection and distribution, mainline logistics and other scenarios. Encourage localities with conditions to study and formulate policies on the right of way and supporting infrastructure construction for new energy operating trucks according to local conditions, and actively explore commercial models such as vehicle electric separation. Scientific layout and moderately advanced construction of supporting infrastructure for new energy vehicles along highways, exploring the construction of supercharging stations, swapping stations, hydrogen refueling stations, etc.
4、 Scrap and update action for old operating ships
(1) Accelerate the scrapping and renewal of old transport ships with high energy consumption and emissions. Support the accelerated scrapping and renewal of old ships with a ship age of 10 years for inland passenger ships, 15 years for cargo ships, and 15 years for coastal passenger ships and 20 years for cargo ships. Strengthen the supervision of ship fuel quality, improve the monitoring system for ship air pollutants, and implement a demonstration project for monitoring and supervising ship air pollutant emission control zones. Encourage regions with conditions to establish an exit mechanism for existing fuel powered ships.
(2) Strongly support the development of new and clean energy powered transport ships. Accelerate the research and development of fuel powered ship types such as liquefied natural gas (LNG), alcohol, hydrogen, ammonia, etc., strengthen key common and cutting-edge leading core technologies such as high-performance LNG, high-power alcohol fuel engines, and high energy density and high safety performance power batteries, and enhance the supply capacity of new energy ship equipment. Support the construction of new energy and clean energy powered ships, support the development of fuel powered international navigation ships such as green alcohol and green ammonia, promote the application of LNG and biodiesel powered ships in coastal and inland waterway routes where conditions permit, support the pilot application of pure battery power in small and medium-sized, short distance inland waterway ships, support ships to explore the pilot application of mobile equipment replacement modes such as box power supplies, and gradually expand the use of green electricity LNG、 The application of energy sources such as biodiesel and green alcohol in the field of ships. (3) Improve the supporting infrastructure for new energy clean energy power transportation ships. Strengthen the intensive and efficient utilization of coastal resources, support the construction of LNG, biodiesel, green alcohol and other refueling and charging (swapping) supply service guarantee capabilities, support the upgrading and improvement of supporting facilities and comprehensive service levels in eligible refueling (gas) outlets and water service areas, explore the construction of green shipping comprehensive service areas, and accelerate the construction of a convenient and complete supporting infrastructure network. Strengthen the risk assessment of key ship supporting system equipment such as new energy refueling operations, power systems, storage and refueling systems.
5、 Old locomotive elimination and renewal action
(1) Accelerate the elimination of old locomotives. Support the elimination and scrapping of old locomotives. Promote the introduction of departmental regulations such as the "Management Measures for Air Pollution Prevention and Control of Railway Diesel Locomotives", establish a mandatory scrapping management system based on locomotive service life, pollution emissions, and safety performance, clarify that the scrapping service life of old railway diesel locomotives is 30 years, establish a locomotive exhaust pollutant emission inspection system, and strengthen the dynamic tracking and management of locomotive service status and exhaust pollutants.
(2) Encourage the renewal of new energy locomotives. Organize relevant enterprises to create genealogical and platform based Chinese standard new energy railway equipment platforms for different regions and scenarios, achieving international advanced levels in locomotive emissions, fuel consumption, comfort and other indicators. Based on the research and development of Fuxing and other series of locomotive products, technologies such as high-power power batteries, new generation diesel engines, internal dual power sources, hydrogen power systems, and low-carbon/zero carbon fuel engines are adopted to promote the upgrading of old internal combustion locomotives. Adopting hybrid and new energy technologies to achieve the replacement application of shunting locomotives; Install a new generation of low emission and low fuel consumption medium high speed diesel engines to replace mainline freight locomotives; Adopting the integrated application of diesel engine and power battery to achieve the replacement of mainline passenger locomotives and the serialization of dynamic integration; Adopting efficient AC transmission technology to achieve iterative upgrading of locomotive product technology.
6、 Postal Express Old Equipment Replacement Action
(1) Support the update of old security check equipment. Promote postal and express delivery enterprises to eliminate and update old low-dose X-ray safety inspection equipment, and equip and use intelligent X-ray safety inspection equipment for mail and express delivery. Promote the introduction of departmental regulations such as the "Management Measures for Email and Express Security Inspection", and revise the "Technical Requirements for Intelligent X-ray Security Inspection Equipment for Email and Express". Guide postal and express delivery companies to develop intelligent security inspection equipment update plans tailored to local conditions. Deepen the research and development of intelligent security inspection systems for the postal industry, and continuously improve the technology of intelligent security inspection equipment. Encourage postal express enterprises to strengthen the construction of security inspection informatization, strengthen the application of modern information technologies such as the Internet, big data, cloud computing, artificial intelligence, blockchain, etc. in the security inspection field, and promote the security inspection work to move towards informatization and intelligent management.
(2) Carry out updates on postal and express delivery vehicles at the end of the delivery line. Based on the pilot project of comprehensive electrification of urban public sector vehicles, guide localities to develop new energy vehicle renewal plans according to local conditions, promote them in stages and levels, and support postal and express delivery enterprises in phasing out and updating a batch of transportation and end delivery vehicles. Encourage enterprises to use new energy unmanned delivery vehicles on a large scale in areas that meet the requirements, and improve the efficiency of mail and express transit.
(3) Support the update of old sorting equipment. Encourage postal and express delivery companies to eliminate outdated sorting equipment and equip them with fully automated intelligent sorting equipment in major mail and express processing facilities. Guide enterprises to develop sorting equipment update plans based on actual needs, implement basic conditions such as land use for processing sites, and encourage local governments to provide policy support for sorting equipment updates. Strengthen the research and application of green, low-carbon, and intelligent innovative technologies, promote the iteration of intelligent sorting complete sets of equipment, improve sorting efficiency, and promote the intelligent and low-carbon upgrading of equipment.
7、 Logistics facility and equipment renovation action
Encourage the upgrading and transformation of multimodal transport stations and transfer facilities and equipment within the scope of national logistics hubs, national backbone cold chain logistics bases, national demonstration logistics parks, and suburban warehouse bases. Accelerate the intelligent transformation of smart logistics hubs and logistics parks. Support the upgrading and transformation of intelligent three-dimensional storage facilities for high standard warehouses, border port railway replacement facilities and equipment, as well as the application of automatic sorting systems, stacker cranes, electric forklifts and other facilities and equipment. Actively promote the upgrading of standardized pallets, turnover boxes, and other logistics loading equipment recycling and sharing systems. Support the intelligent and green upgrading and transformation of transportation equipment such as refrigerated trucks and cold chain facilities such as refrigeration systems.
8、 Standard Enhancement Action
(1) Strengthen the upgrading of energy consumption, emissions, and technical standards for operating vehicles and ships. Benchmarking against international advanced levels, accelerate the improvement of the safety and green development level of transportation vehicles such as trucks and ships. Accelerate the upgrading of energy consumption limit standards for commercial vehicles and increase the supply of safety and environmental protection standards for new energy vehicles. Accelerate the revision of fuel consumption limits and carbon emission intensity standards for operating ships, and accelerate the research on charging and swapping facilities for operating ships, as well as standards for biodiesel and methanol fuel injection operations. Accelerate the construction of a standardized system for green and intelligent ships, establish and improve standards for new energy ships, key equipment, and quality technology, and implement the standardization leading project for green and intelligent ships.
(2) Establish a standard system for new energy locomotives and supporting projects. Promote the construction of new energy locomotives and green low-carbon standard systems, fully absorb advanced technologies and experiences at home and abroad, coordinate the development of national standards, industry standards, and group standards, and achieve comprehensive coverage of product technology, quality and safety, monitoring and measurement, evaluation and certification, and supporting engineering in the standard system. Encourage the construction of supporting projects such as power battery charging, hydrogen fuel and alternative fuel refueling, explore the integrated comprehensive service capacity building of new energy locomotive application, maintenance, overhaul and supporting projects, and build a complete locomotive life cycle application system.
9、 Strengthen policy support
(1) Develop supporting measures. Research and formulate detailed rules for the implementation of subsidies for the scrapping and renewal of old operating vehicles and ships, clarifying the scope, standards, operational procedures, regulatory requirements, and departmental responsibilities of the subsidies. The transportation authorities in various regions should formulate supporting operational rules, refine implementation measures, and standardize the work.
(2) Increase financial support. Continuously implement subsidies for phasing out and updating old operating vehicles and ships, and include eligible equipment renewal projects in the scope of central funding and other support. Encourage localities with conditions to coordinate the use of urban transportation development incentive funds arranged by the central government to support the renewal of new energy city buses and power batteries. Strengthen the policy reserve for updating highway maintenance machinery and emergency equipment.
(3) Establish sound financial and insurance support. Intensify financial support, leverage the incentive effect of technology innovation and technological transformation refinancing policy tools, and guide financial institutions to strengthen their support for transportation technology transformation and equipment updates. Encourage banks and insurance institutions to provide diversified financial services, improve financing convenience and insurance protection level.
(4) Strengthen innovation support. Based on the national key research and development plan and the demonstration of the first major technological equipment, we will focus on the "bottleneck" problem of major transportation technology equipment, carry out key technology research and development, promotion and application of new clean energy transportation equipment, and improve the intelligent and green level of transportation equipment. Encourage various green transportation innovation entities in the industry to establish innovation alliances and establish key core technology research and development mechanisms for green transportation. Continuously develop and release a directory of key energy-saving and low-carbon technologies in the transportation industry, and accelerate the promotion and application of key energy-saving and environmental protection technologies.
10、 Guarantee measures
The Ministry of Transport and the National Development and Reform Commission will strengthen work coordination and work together with relevant departments to promote the implementation of this action plan. The transportation authorities in various regions should work together with relevant departments to formulate and implement work plans, improve supporting measures, and effectively promote the implementation of green and low-carbon transformation of transportation equipment. Strengthen supervision and assessment, and incorporate the upgrading of transportation equipment into the carbon emission evaluation system of the transportation industry and the green and low-carbon development evaluation system of the railway, highway, and waterway industries. Strengthen risk prevention, strictly guard against local protectionism, enterprises taking advantage of the opportunity to raise prices, and illegal fraudulent compensation practices.
