Good afternoon! I am very pleased to attend the 2024 China Society of Automotive Engineers Annual Meeting in Chongqing, focusing on the theme of intelligent emergence and accelerating change. I will discuss the industry situation and discuss development plans with all expert leaders.

On behalf of the Equipment Engineering Department of the Ministry of Industry and Information Technology, I would like to extend warm congratulations on the successful convening of this annual meeting, and express sincere gratitude to colleagues from all walks of life who have long cared about and supported the development of China's automotive industry!

The automobile industry is a pillar industry of China's national economy, with a long industrial chain, wide focus, and strong driving force. It is of great significance for stabilizing growth, adjusting structure, and promoting employment. The automobile industry is also a leading industry in leading various technological revolutions and industrial changes. The development level of the automobile industry largely reflects the overall strength of a country's scientific and technological innovation and industrial development. All major technological and industrial powers in the world are not automobile powers without exception.

The Central Committee of the Communist Party of China and the State Council have always attached great importance to the development of the automobile industry. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has inspected the automobile industry multiple times and made important instructions and directives, pointing out that the development of new energy vehicles is the only way for China to move from a major automobile country to a strong automobile country. He emphasized that if we want to become a strong manufacturing country, we must become a strong automobile country.

The meetings of the Central Political Bureau and the Executive Meeting of the State Council have also studied major issues in the development of the automobile industry multiple times, made a series of important deployments, and provided strategic guidance and action guidelines for the transformation and upgrading of the industry and high-quality development.

Under the leadership of the Party Central Committee and the State Council, and with the joint efforts of relevant parties, the development pace of China's automobile industry has continued to accelerate in recent years, achieving gratifying development results.

Firstly, the industry scale has steadily grown, and the development of new energy vehicles has reached a milestone.

From January to October 2024, China's automobile production and sales reached 24.466 million and 24.624 million respectively, an increase of 1.9% and 2.7% year-on-year, maintaining a stable growth trend overall; The production and sales of new energy vehicles reached 9.779 million and 9.75 million respectively, an increase of 33% and 33.9% year-on-year; The sales of new energy vehicles have reached 39.6% of the total sales of new cars, and the proportion of new energy passenger vehicles and domestic market sales has exceeded 50% for five consecutive months, achieving a new breakthrough in development.

Secondly, the innovation capability has significantly improved, and the pace of key technological development continues to accelerate.

New breakthroughs have been continuously made in key technologies such as hybrid dedicated engines and powertrain control systems. The effective thermal efficiency of diesel engines ultimately exceeded 48%, achieving decorative verification compared to international advanced levels, semi-solid state batteries, and distributed electric drive systems. The L2 level assisted driving system has a loading rate of over 55% in new passenger cars, and high-level autonomous driving technology and vehicle road cloud integration application pilot have taken a solid step towards scale and industrialization development in the new stage.

Thirdly, the competitiveness of the industrial chain has become increasingly prominent, with the cultivation of multiple world-class leading enterprises. China has built the largest, most comprehensive, and fully supported automotive industry chain system, and the new energy vehicle industry chain has formed significant advantages in terms of scale, effectiveness, and resilience. It has cultivated a large number of leading enterprises in the entire vehicle and parts industry, represented by BYD and CATL. In terms of technological level, market share, brand value, etc., it has formed strong international competitiveness and become an important force leading the vigorous and innovative development of China's automotive industry.

Dear leaders, experts, and guests

At present, the enormous changes in the automotive industry that have not been seen in a century are still ongoing. The acceleration of transformation and integrated development of automation, intelligence, and networking not only creates historic memories for China's automotive industry to transition from following to leading, but also brings a series of new situations, challenges, and problems. How to actively and steadily promote the transformation and upgrading of the automotive industry, how to continuously consolidate and expand the leading advantages of intelligent connected new energy vehicles, and how to achieve mutually beneficial and win-win development with other countries in complex and severe situations all require us to work together and seek solutions.

Here, on behalf of the Equipment Industry Department of the Ministry of Industry and Information Technology, three suggestions are put forward:

Firstly, we must adhere to innovation driven approach, fully leverage the dominant position of enterprises in automotive technology innovation, strengthen the deep integration of industry, academia, research and application, continuously increase investment in basic cutting-edge research, enhance the innovation capability of key core technologies, improve the level of basic supporting technologies, comprehensively enhance the core competitiveness of the automotive industry, especially the intelligent connected new energy vehicle industry, and consolidate and expand the leading advantages of the industry.

Secondly, we must adhere to a steady transformation. While vigorously developing new energy vehicles, we must simultaneously promote the development of internal combustion engine technology, stimulate the vitality of traditional energy vehicles and internal combustion engine industries, achieve high-level transformation and upgrading, view industrial transformation and market competition with a higher position, a larger pattern, and a more rational approach. Based on the actual market demand, we should launch more technically sound and quality reliable automotive products, resolutely resist vicious competition behavior of internal competition, continuously strengthen industry self-discipline, and maintain a clean and upright market environment.

Thirdly, we must adhere to cooperation and integrated development, fully leverage the role of multilateral and bilateral dialogue and cooperation mechanisms and platforms, give full play to the positive advantages of automotive enterprise technology alliances, strengthen domestic and international communication and exchanges around technological innovation, green and low-carbon, trade and investment, continuously enhance international coordination of automotive policies, regulations and standards, vigorously promote the integration and mutual construction of the global automotive supply chain, and continuously build a new pattern of open cooperation in the global automotive industry that is mutually beneficial.
