On January 22nd, the Power Institute held the 2025 annual work conference. Party Secretary and Chairman Chi Chunsheng delivered a work report titled "Fully Implementing the Strategic Deployment of the Group Company, Maintaining Strategic Determination, Firmly Firmly Winning Confidence, and United Struggle for Building a World Class Power Enterprise". The meeting is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implements the important speeches and instructions of General Secretary Xi Jinping, comprehensively implements the spirit of the 20th National Congress of the Communist Party of China, the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and the Central Economic Work Conference, earnestly studies and implements the requirements of the work conference of the group company, summarizes the work of the Power Institute in 2024, analyzes and judges the current situation, deploys key tasks for 2025, mobilizes all cadres and employees to take initiative, take on responsibilities, and strive for excellence, and works together to promote the high-quality development of the Power Institute and build a world-class power enterprise. General Manager and Deputy Secretary of the Party Committee, Fan Xinglong, presided over the meeting and conveyed the spirit of the Group Company's 2025 annual work conference.

  　　迟春生指出，一年来，动力院以习近平新时代中国特色社会主义思想为指导，在集团公司党组的坚强领导下，坚持“走出去、抓落实”，积极应对订货下滑和多重减利因素影响，体系化推进强军保军、新域新质拓展和稳经营防风险各项工作，全面推动动力院改革发展和党建各项工作取得新成效。一是坚持以习近平总书记重要指示批示为指引，兵器动力自主发展取得显著成效；二是坚持稳中求进总要求，经营质量稳步提升；三是坚持科技自立自强，科技创新能力显著增强；四是坚持强军胜战，装备服务保障任务圆满完成；五是坚持高质量发展，产业发展迈上新台阶；六是坚持深化改革，发展动力活力不断增强；七是坚持底线思维，风险隐患有效化解；八是坚持全面从严治党，党建和党风廉政建设有力提升。

Chi Chunsheng emphasized that the Power Institute has gone through 13 years and embarked on a track of high-quality development, especially when Chairman Cheng Fubo of the Group Company visited the Power Institute in 2024, he pointed out that the Power Institute should establish the goal of creating a world-class power enterprise. Currently, the Power Institute is in a period of opportunities for development and a challenging period of overcoming obstacles, with both opportunities and challenges coexisting. We must effectively enhance our awareness of potential risks, adhere to bottom line thinking, be proactive, accurately recognize changes, respond scientifically, seize opportunities, seize momentum, comprehensively shape new advantages and new driving forces for development, and create performance that does not disappoint the times, history, and employee expectations.

  　　迟春生指出，2025年是实现“十四五”规划收官之年，也是“十五五”规划谋篇布局之年，更是全面实现建军一百年奋斗目标的攻坚之年，统筹谋划好全年工作具有十分重要的意义。2025年动力院工作的总体思路是：以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十届三中全会精神和中央经济工作会议精神，锚定建军一百年奋斗目标，深入落实集团公司“1369”工作部署，坚持党的全面领导，持续深化“两个跳出”“两个坚定不移”“五个转变”，持续落实“走出去、抓落实”，聚焦强军胜战，着力打造发展新优势新动能，着力提升核心竞争能力和价值创造能力，为建设世界一流动力企业而团结奋斗。

Chi Chunsheng emphasized that in 2025, we should focus on eight key tasks: first, to strengthen the military and win battles, and promote the equal development of equipment and power; Secondly, focus on technological self-reliance and self-improvement, and create a first-class innovation ecosystem; The third is to focus on building a strong and secure military, and support the construction of a world-class military; Fourth, focus on industrial development and build a solid foundation for high-quality development; Fifth, focus on deepening reform and building a first-class enterprise development pattern; Sixth, focus on improving management and establishing a sound and efficient operational system; Seventh, focus on risk prevention and resolution to ensure high-quality development; Eighth, focus on the guidance of Party building and use first-class Party building to lead the development of first-class enterprises.

Fan Xinglong presides over the meeting and summarizes his speech

Fan Xinglong emphasized three requirements for implementing the spirit of the meeting. One is to ensure the implementation of the spirit of the meeting. Each management department and business unit should deeply study and understand the connotation of the work report, especially the chairman's ideological concepts and work requirements. They should focus on task decomposition, communication and learning, and implementation at the grassroots level. They should convey the spirit to the grassroots, implement responsibilities at the grassroots level, and reflect actions at the grassroots level. Secondly, all units should systematically plan their annual operations and key work tasks, overcome difficulties, ensure the comprehensive completion of annual operational indicators and key tasks, and ensure the success of the 14th Five Year Plan for the Power Institute. This will pave the way for the establishment of a world-class power enterprise in the Power Institute. The third is to make good arrangements for various work during the Spring Festival holiday, firmly adhere to the red line and bottom line, and do a good job in holiday duty and information reporting.

Peng Zhenxin announced the commendation decision

At the meeting, Peng Zhenxin, Deputy Secretary of the Party Committee, Secretary of the Commission for Discipline Inspection, and Chairman of the Labor Union, announced that the Power Institute and all sectors won the honor at or above the provincial and ministerial level in 2024, and read out the decision of the Power Institute to commend model worker in 2024.

The meeting will be held in person and via video. 179 members of the leadership team of the Power Institute, Chief Scientist of Weapons, Leader of Weapons Technology, Leader of Weapons Youth Technology, Assistant General Manager, Head of Headquarters Management Department, members of the leadership teams of various business sectors, and related personnel attended the meeting at the main and sub venues respectively.
