At the press conference held on the 24th, the relevant person in charge of the Ministry of Ecology and Environment introduced that mobile sources have become an important source of atmospheric pollutant emissions, and in the future, the supervision of motor vehicle emissions will be further strengthened.


It is reported that since the 14th Five Year Plan, the situation of air pollution prevention and control in China has undergone profound changes. From the perspective of the total emissions of air pollutants in the country, nitrogen oxides and volatile organic compounds account for about 60% and 24% of the national total, respectively. The emissions from mobile sources such as motor vehicles, non road mobile machinery, ships, and railway diesel locomotives have exceeded 9 million tons. In densely populated cities such as Beijing, Shanghai, Jinan, Hangzhou, Guangzhou, Shenzhen, and Chengdu, mobile sources have become the primary source of pollutant emissions.


Li Tianwei, Director of the Atmospheric Environment Department of the Ministry of Ecology and Environment: We have always insisted on making the battle against diesel truck pollution a key focus for continuous improvement of air quality. By replacing old vehicles with new ones to promote emissions reduction and combining congestion alleviation, nearly 50 million high emission vehicles have been phased out ahead of schedule. The sales proportion of new energy vehicles exceeds 40%, ranking first in the world for the tenth consecutive year. The proportion of vehicles in the emission stage of China V and above has reached 53%.


In terms of clean transportation, a total of 530 railway dedicated lines have been built and opened, and the annual target for clean transportation of bulk goods in industries such as thermal power, steel, coal, coking, and aluminum has been fully achieved. Shore power is widely used in key areas, routes, and ships, and the electrification of non road machinery and on-site vehicles at airports is the world's leading technology. Since the 14th Five Year Plan, despite a 17% increase in the number of motor vehicles and a 14% increase in the number of construction machinery in China, the emissions of nitrogen oxides from mobile sources have decreased by 15%.



Li Tianwei, Director of the Atmospheric Environment Department of the Ministry of Ecology and Environment, introduced that in the coming period, the revision of mobile source standards will be accelerated. Benchmarking against advanced regulations in Europe and America, developing the National Seven standards for light and heavy vehicles, and the National Five standards for non road mobile machinery, to achieve emission control technology that is in line with the world's advanced level. Promote the "retirement of four, treatment of five, management of six, and promotion of new" heavy-duty trucks, including accelerated elimination of National IV and below trucks, rectification of National V trucks to meet standards, intelligent supervision of National VI trucks, and replacement of new energy heavy trucks. Continuously promote the special rectification of third-party organizations in the field of motor vehicle emission inspection, and resolutely curb fraud.
